Civic Society and Campaign for the Oppressed holds historic Programme and Policy release-

United Civic Party led by Dal Mardan Kami proposed for formation

Kathmandu, January 21-

With the slogan Let’s institutionalize all-ethnicities inclusive social democracy, ensure fully proportional representation, build an equitable  society,” “Campaign for Building an Alternative Force Led by the Oppressed Ethnicities and Marginalized Faith Community– 2024” held its joint concept paper release programme today in Kathmandu in the presence of civic society activists, faith leaders, media persons and political analysts, among others.

A 25 member United Civic Party First National Convention Organizing Committee was also declared which is chaired by Mr Dal Mardan Kami, a seasoned Dalit activist and politician, accompanied by Mrs Kamala Hemchuri as the Senior Leader, Mr Prem Bdr. Karki as the Senior Deputy Chair, and Mr Bidur Adhikari as the General Secretary.

Campaign Coordinator turned party Chair of the proposed United Civic Party Mr Dal Mardan delivered an introductory remark and commitment not to let down the trust and aspiration of the oppressed ethnic and suppressed faith community, then proceeded to read out the four page long Concept, Programme and Policy paper of the campaign which, he claimed has reached the conclusion that a positive, proportional, inclusive interference by the community as a viable political force was made inevitable as the existing parties have failed to deliver. Hence the  necessity for forming a new political party, UCP.  

Emceeded by the GS of the the proposed UCP, Mrs. Kamala Hemchuri who is herself a veteran activist and a writer on Dalit liberation, welcomed the attendees with a detailed background, rationale and policy of the party. Then Senior Deputy Chair Prem Karki also highlighted about the past efforts and the first national convention of UCP.

After the press release paper reading out, there was a greeting speech time by activists and well-wishers including advisory council members Rishi Rimal and Guna Bahadur BK, and Kirat Autonomous People Campaign activist Dinesh Kirati, Dalit activist Mr Ghatani, as well as Caste Watch Network National Chair Dr. Mitra Pariyar and ex-Ambassador Dr. Nirmal BK.

The proposed UCP, as transpired from the presentations, espouses a middle path of “Inclusive Social Democracy”, thus effectively avoiding the trap of dichotomous left or right-wing politics which ensures individual liberty and human flourishing in a humane system of governance that makes the state responsible for health, education and creating a conducive environment for economic prosperity without losing sight of the harsh and bitter history of casteism, oppression and discrimination. Thus true justice at the societal level is aimed at without making the state all-powerful.

 

Then followed a QA session with Chair Mr. Dalmardan Kami, Senior Leader Mrs. Kamala Hemchuri, Senior Deputy Chair Prem Karki and General Secretary Mr Adhikari, where media persons asked about the political line of the proposed party, its programmes and policies, and stance regarding the Constitution. To which the leadership team clarified that the party will adopt a progressive middle path, with critically appreciative stand towards the constitution regarding its socialism-oriented nature, where the state will ensure health, education and job creation by creating a conducive fiscal and taxation policies and procedures.

The attendees warned the team not to merely be glittery and showy without any real substance, but to address the  grievances faced by the grassroots people, and be a for for change for the better. The GS note that their wise words of warning and insightful remarks are treasured as the riches of wisdom for leading the party.
